Open Internet Regulation

EETT has issued a regulation on the Open Internet, which establishes measures for the Greek market according to EU regulation.

The measures relate to the following issues

  • Implementation of traffic management practices and offering of specialized services by providers.

  • Offering differentiated billing services by providers.

  • Informing subscribers on issues related to open internet and quality of service, with a focus on Internet access speed.

One of the most important aspects of the Regulation is its method for estimating and publishing speed pricing based on providers. The goal is to inform subscribers of fixed and mobile networks. They should know what to expect of their connection’s speed. They should, also, receive information on the contractual conditions for the provision/use of services. It also sets out the rights of subscribers in the event of discrepancies between the measured speed and the speed indicated in the terms of service provision/use. On this basis, it sets out the framework under which providers will carry out checks to confirm complaints.

  • For the application of the Regulation, the following transitional periods are foreseen from the date of entry into force of the Regulation: A period of 4 months for providers to amend: Any commercial practices of differential charging. The conditions of provision/use of Internet access services to incorporate all the information provided for in the Regulation. Note that information related to the estimation and publication of speeds, or other quality parameters, will not be included at this stage.

  • An 8-month period for providers to incorporate in the terms of service provision/use the information related to the assessment and publication of speeds or other quality parameters. The Regulation will enter into force upon publication of the Official Gazette.
